PERSEPHONE Contributes to Joint EU Policy Brief on Critical Raw Materials

PERSEPHONE is pleased to have contributed to a joint policy publication produced by 11 Horizon Europe projects working across the critical raw materials (CRM) value chain.

The publication – "Unlocking Critical Raw Materials (CRMs) in Europe: From CRMA Targets to Industrial Delivery" – was produced following the Raw Materials Week 2025 side event "Crossroads of Innovation: Shared Challenges and Joint Solutions in Raw Materials," co-organised by the participating projects including PERSEPHONE.

The policy brief synthesises findings from a structured stakeholder survey and event discussions, drawing on perspectives from mining companies, research organisations, universities, SMEs, civil society, and industry. It identifies the key barriers to scaling up CRM production in Europe, including financing gaps for first-of-a-kind plants, regulatory fragmentation, permitting complexity, and social acceptance, and sets out targeted recommendations to support implementation of the Critical Raw Materials Act (CRMA).

A full accompanying policy paper provides the detailed analysis underpinning the brief's recommendations.
